摘要
大学、产业和政府通过互动自反的逐级推进形成开放、协同创新效用;大学专利技术转移组织(TTO)通过改变信息传递结构、重复博弈和社会资本的粘合,降低交易成本以促进大学技术转移。基于刺激反馈和系统理论,三螺旋模式和TTO存在"三螺旋环境-TTO行为-绩效"互动关系,这三方面的内容最终成为TTO构建的框架模型基础。基于理论框架,我国TTO的构建首先要着眼于大学、产业和政府的互动自反建设,其次是TTO内部有效的运营。
University, industry and government exert the open and synergetic innovation effectiveness through interactions with reflexive progress step by step. Reducing transaction cost through construction changes of information transmission, repeated games and social capital adhesion, TTO promotes the technology transfer of universities. Based on the stimulation feedback and system theory, the triple helix model and TTO demonstrate "triple helix environment-TTO behavior-performance" interaction which eventually becomes the framework of TTO's construction. Accordingly, we must first focus on the development of interaction and reflection among universities, industry and government, then by TTO effective internal operations.
