摘要
本文是以东北地区丰富的农业潜在劳动力资源承接沿海劳动密集型企业落户成为'两假企业';以'两假企业'吸纳农业剩余劳动力资源使其实现工业与农业兼业性的'两栖就业',依此形成东北地区承接东部地区的劳动密集型的产业转移的乡镇发展新模式,从而促进东北农民就业、实现农民增收、改善农村产业结构,推进乡村振兴发展。通过理论分析和实证研究论证东北地区依托'两栖'劳动力资源承接沿海'两假企业'落户的可能性和可行性,据此形成具有实际可操作性的承接产业转移的现实路径。
This paper takes the rich agricultural potential labor resources in the Northeast China as the'two vacation enterprises'to undertake the coastal labor intensive enterprises,and takes the'two vacation enterprises'to absorb the agricultural surplus labor resources to realize the'amphibious employment'of industrial and agricultural facultative,thus forming the labor secret of the eastern region in the northeast.In order to promote the employment of farmers in Northeast China,increase the income of farmers,improve the rural industrial structure,and promote the economic development of rural areas,the new mode of township development of the collection type industrial transfer is promoted.Through theoretical analysis and empirical research,it is proved that the northeast area relies on'amphibious'labor resources to undertake the possibility and feasibility of the'two vacation enterprises'from economically developed areas.Accordingly,a practical and feasible way to undertake industrial transfer is formed.
