摘要
加快推进生态文明建设对森林资源监督工作提出了新任务,全面深化改革对森林资源监督工作提出了新课题,全面依法治国方略的实施对森林资源监督工作提出了新要求,习近平总书记有关林业和生态建设的系列重要论述为森林资源监督工作提供了新思路,林业发展"十三五"规划对森林资源监督作出了新安排。针对目前森林资源监督工作中存在的监督体系还不够完整,监督机构的性质与履行职能的要求不相称等问题,建议:推进职权法定,强化森林资源监督工作的法律地位;创新工作机制,不断丰富和强化森林资源监督工作手段;突出重点,统筹落实好事前、事中、事后三个阶段的监督措施;加强能力建设,打造适应新形势要求的森林资源监督队伍。
To speed up the construction of ecological civilization and put forward a new task for the supervision of forest resources,to deepen the reform of forest resources supervision and put forward a new task,the implementation of the general plan of running a country according to law has put forward new demands on the supervision of forest resources.Xi Jinping,general secretary of the forestry and ecological construction of a series of important exposition for the work of forest resources to provide a new idea of supervision,the development of forestry '13 th Five- Year' plan of the forest resources supervision made new arrangements.In view of the existing forest resources supervision system is still not complete,oversight bodies,the properties and performance of the functions of incommensurate problem,suggestion:Promoting the legal status of forest resources supervision and promoting the legal power of the forest resources;Innovative working mechanism,and constantly enrich and strengthen the work of forest resources supervision;Highlight the focus,to co- ordinate the implementation of a good thing before,in the event of the three stages of supervision measures;Strengthen capacity building,to create a new situation to adapt to the requirements of the forest resources supervision team.
