摘要
北京市养老驿站的建设经历了孵化、试点和全面推广三个阶段,政府在各阶段均出台了一系列相关政策以促进养老驿站的建设和发展。总体来看,有关养老驿站的政策内容逐渐细化,并实现了从整体规划到具体政策发展的转型,政策主体由单一到多元化方向发展,政策覆盖区域也从城市社区扩大到农村社区。政策的颁布和实施对养老驿站的发展起到了指导和推动作用,促进了养老驿站整体服务功能的提升和协调可持续发展。在今后的发展过程中,针对养老驿站的政策将会有更多的实施细则,政策将推动养老驿站朝连锁化、品牌化发展,同时,政策也会逐渐实现从指导性到可操作性的转型发展。
The construction of the post for the aged in Beijing has experienced three stages: hatching stage, pilot stage and comprehensive promotion stage. In each stage, the government has issued a series of policies to promote the construction and development of the post station for the aged. In general, the policy content of the post for the aged has gradually refined and realized the transition from the overall planning to the specific policy development,and the policy subject has also developed from a single subject to a pluralistic subject. Policy coverage has also expanded from urban to rural communities. The promulgation and implementation of the policy has played a guiding and promoting role in the development of the post for the aged, which is conducive to the promotion of the overall service function of the post for the aged and the realization of coordinated and sustainable development. In the process of future development, there will be more implementation rules for the post for the aged, which will promote the chain and brand development of the post for the aged. At the same time, the policy will gradually realize the transition from guidance to maneuverability.
