摘要
随着流域河道岸线利用程度越来越高,各种已建、正建或拟建的涉河工程及滩涂开发利用使河流的水动力条件产生变化,带来了防洪和社会经济等方面的影响。根据建设方提交的工程信息预先生成涉河工程的防洪评价报告简本,使其与正式防洪评价报告对比分析,便于水行政主管部门科学决策。选择淮河干流中游蚌埠市区段25 km为研究对象,基于虚拟现实、3S、科学计算可视化技术及耦合水动力模型,研制淮河涉河工程防洪影响评价辅助决策系统;系统提高了淮河干流涉河工程项目信息管理水平,为水行政主管部门审批防洪评价报告及科学决策提供有益参考。
Following with the higher and higher utilization of the river shoreline,various existed,under-construction and planned to be constructed river-related projects and the development and utilization of river shoal make changes to the river hydrodynamic conditions and then bring out the impacts on the aspects of flood control,social economy,etc. In accordance with the project information submitted by the project owner,a brief report for the flood control assessment on the river-related project can be pregenerated,and then it compares with the formal report for the scientific decision-making made by the water administrative authority concerned. Bengbu Section with the length of 25 km of the mid-mainstream of Huaihe River is taken herein as the study area,moreover,the assistant decision-making system for flood control impact assessment on river-related bridge projects along Bengbu Section of Huaihe River is developed based on the technologies of virtual reality,3S and visualization in scientific computing as well as the coupled hydrodynamic model,which systematically enhances the information management level of the river related projects along the mainstream of Huaihe River,thus can provide beneficial references for the water administrative authority concerned to approve the relevant flood control assessment report as well.
