摘要
2000年以来,我国车用汽(柴)油质量标准不断提高。2013年我国公布了国Ⅴ车用汽(柴)油质量标准,硫含量下降到不大于10μg/g。还初步确定了我国汽(柴)油质量升级时间表,从2014年起全面实行国Ⅳ车用汽油标准,2015年起全面实行国Ⅳ车用柴油标准,2018年起全面实行国Ⅴ标准。目前,北京、上海、广东、江苏、陕西、浙江、天津等地已领先一步进入国Ⅴ标准时代。从执行情况来看,由于汽油用途比较单一,升级进展比较顺利;柴油用途广泛,升级难度相对较大。2015年我国再次加快了油品质量标准升级步伐,中国石化、中国石油两大集团积极行动,投入巨资加大改造力度。山东地方炼油企业油品升级步伐总体缓慢,一些难以达标的企业将被淘汰或转产,使得炼油产能结构得以优化。通过加快油品质量升级,不仅改善环境质量,还会加快淘汰落后炼油产能,推动我国炼油行业转型升级。
China＇s auto-use gasoline and diesel fuel standards have been increasing since 2000.In 2013,the country released the national V standard for auto-use gasoine and diesel fuel,which reduces the maximum al- lowable sulfur content to 101xg/g.China has also drafted a schedule for upgrading gasoline and diesel fuel prod- ucts--in 2014,the country began to implement the national IV standard for gasoline products nationwide,in 2015,the national IV standard for diesel fuel comes into force,and in 2018,the national V standard will be- come effective nationwide.Some regions of the country,including Beijing,Shanghai,Guangdong,Jiangsu,Shaanxi, Zhejiang and Tianjin,have put the national V standard in place ahead of the national schedul effect of implementation is concerned,as the areas of use of gasoline are limited,upgrading e.As far as the of gasoline has been smooth.Diesel fuel has a wide range of applications and is therefore relatively difficult to meet upgrading objectives.In 2015,China has quickened its pace of upgrading fuel standards,with both Sinopec and PetroChina having invested large amounts of money in upgrading their products.Generally ,the progress of local refining en- terprises in Shandong province in upgrading fuel products has been slow and as a result,some refiners failing to meet the government＇s fuel upgrading targets will be either phased out or forced to switch to other busi- nesses.This helps optimize the structure of the refining industry.Accelerating the upgrading of fuel products not only improves the quality of environment but will also help quicken the phasing out of outdated capacities ,thus promoting the upgrade of the domestic refining industry.
