摘要
中国特色社会主义民主政治发展进程的不断推进,在客观上要求政府管理体制机制做出适应性的调整与改革,以寻求更加符合时代特征的公共治理方式与路径。近年来,以"关注结果"和"公众满意度"为导向的政府绩效评估渐成趋势。公众参与政府绩效评估,不仅是公众参与的重要内容,也是政府管理过程吸纳公众参与的重要环节。本文在概括学界关于公众参与政府绩效评估理论和实践模式的基础上,从"公众参与政府绩效评估是公众与政府合作治理"的视角出发,总结了学界相关的研究成果,并提出了相应的对策。
Along with continuously pushing forward the developing process of socialist democratic politics with Chinese characteristics,it objectively requires the government administration system make some adaptive adjustment and reform,in order to seek the public governance mode and path which is more in line with the characteristics of the times.In recent years, the government performance evaluation which takes ＂focus on results＂ and ＂public satisfaction index＂ as orientation is becoming a trend.The public participation in government performance evaluation is not only the important content of public participation,but also the important link of government administration.Based on generalizing educational circles＇ theories and activities about the public participation in government performance evaluation,this essay,from the perspective of ＂the public participation in government performance evaluation is a kind of cooperation governance between public and government＂,summarizes some relevant research findings in educational circles,and puts forward some corresponding countermeasures and suggestions.
