摘要
城乡学前教育均衡发展的关键在于城乡之间幼儿教师的均衡配置。这方面主要存在的问题包括相关政策支持不力、缺乏经费制度保障、师资队伍不稳定、编制问题突出、培训机会不均等。在儿童利益优先、教师福利最大、团队架构最优、责任与权利对等四大基本价值取向的指导下,创新城乡幼儿教师均衡配置的体制机制可以着重考虑三点,即完善城乡幼儿教师均衡配置的人事管理制度;完善经费保障机制,重点支持农村幼儿教师配置;完善培训机制,努力提升农村幼儿教师专业水平。
The key of balanced development of preschool education in urban and rural areas is balanced allocation of teachers. The main problems about this issue include inadequate policy support, lack of fimds guarantee system, instability of the teachers, and training opportunity inequality. On the light of the four basic value guidelines, which include children's interests first, maximum teacher welfare, optimum team structure, and benefit equate to responsibility, it is important to do three things. The first is improving the teacher management system. The second is guarantee funds. The third one is improving training system to improve rural preschool teachers' professional level.
