摘要
要实现高校治理现代化,必须率先提高高校基层党组织的治理能力,实现高校基层党组织治理能力现代化。回归高校本质属性、促进高校内涵发展和走出高校改革困境,决定了高校基层党组织治理能力构建和提升的紧迫性。高校基层党组织治理能力至少应当包括政治方向的保障能力、治理主体正确参与的驾驭能力、治理平台与渠道的提供能力及治理规则的制定与遵守能力。提升治理能力,需要高校基层党组织系统学习治理理论、习惯运用法治思维、强化平等对话意识、自觉实行角色转变和带头遵守治理规则。
In order to realize the modernization of university governance, it is necessary to take the lead in improving the governance capability of the Party organization in the basic level of university, and to realize the modernization of the governance of the basic level Party organization in university. Returning to the nature of the University, promoting intrinsic development for university and shaking off the plights of its reform determine the urgency of the building and enhancement of basic level Party organizations in university. At least, the governance capacity of basic level Party organization in university should include the ability to ensure the security of the political direction, the management of the main subjects to participate in governance, the ability to manage the platform and channel, and to develop and comply with the rules. To improve the governance capacity, the basic level Party organizations in university need to study governance theory, get accustomed to use the rule by law thinking, strengthen the awareness of equal dialogues, and consciously implement the role change and take the lead to comply with the rules of governance.
