摘要
新型农村合作医疗制度是我国保障农民健康的具有地域性与身份性的公共产品,该制度实施11年来,在降低疾病经济风险、提高老百姓健康保障方面的积极作用得到了农民群众的认可。然而,新型农村合作医疗是一项需要与时俱进的社会保障制度,随着农村经济社会以及农村医疗卫生事业的不断发展,广大农民医疗卫生服务需求水平的不断提高,政策在执行过程中就呈现出了诸多与制度设计、运行机制、网络建设和农村卫生资源等内外部因素相关的问题和困难。本文以云南省11个地州540户农户的问卷调查为基础,深入认识全省新型农村合作医疗制度的实施情况及存在的主要问题,针对问题提出促进云南省新型农村合作医疗持续健康发展的对策与建议。
New Rural Cooperative Medical System（NCMS） is a public product of regional and status characteristics to protect farmers health.The system implemented for 11 years and obtained approval of the peasants on the disease economic risk reduction and the people health improvement.However,NCMS is a social security system needed to keep pace with the times.With the continuous development of the rural economy society and the rural medical and health undertakings and the demands of broad masses of farmers to improve the level of medical and health services.The policy in the process of execution is presented the many internal and external problems and difficulties,such as system design,operation mechanism,network construction and rural health resources.The paper based on the questionnaire survey of 540 peasant households of 1 lprefectures in Yunnan,on the basis of in-depth understanding on the implementation and the main problems of the system.It put forward some targeted countermeasures and suggestions to promote healthy and sustainable development of NCMS in Yunnan province.
