摘要
高职教育办学体制机制创新,是破解政府、行业、企业、学校多元互动不紧密、不协调瓶颈制约的突围之举。当前,存在的主要问题是办学体制机制僵化,表现在政府的主导作用发挥不够,行业参与办学指导不够,校企合作深度不够,学校自我革新力度不够。究其原因,主要在于条块分割、利益分割,缺乏法律和政策支持,缺乏动力驱动。破解这一难题,必须在办学体制、投资体制上进行改革,实施集团化办学、完善利益共享化机制、推进教学市场化改革,以促进各方跑量互动、形成合力,从而建立健全"多元互动共生"的高职教育办学体制机制。
The innovation of nmning school system and mechanism of higher vocationaleducation is the solution to the problems that the multiple - interactions between the government, industries, enterprises and schools are not close and in- compatible.At present,the main problem, which is that the nmning- school system and mechanism is rigid, reflects in that the government does not fully play its leading role, the industries do not participate in the running- school guidance in their efforts, and schools do not pay enough energy in their own innovation. That is mainly because of segmentation of trap and block, benefit segmentation, lack of legal and policy support and lack of power. To solve the problems, we must carry out the reform in the framing - school system and the investment system, nan schools by means of collectivization, improve the benefit sharing mechanism, and promote the reform in marketization of teaching to promote the interaction be- tween parties and form a joint force, and to establish or perfect systems and mechanisms of the higher vocational education of multiple interaction and symbiosis.
