摘要
从整体上看,生态文明建设在"五位一体"发展总布局中具有重要战略地位,它不可能与经济建设、政治建设、文化建设和社会建设割裂开来,而是与后者相辅相成,相得益彰。我们需要构建一个人与自然、人与人、人与社会和谐发展的社会主义建设新模式,需要树立一个社会主义发展中大国的新形象,不论从生态文明与人的全面发展的维度,还是从制度上确保生态文明建设的质量和效益,我们都必须以发展为第一要务,把"以人为本"、绿色发展、绿色消费和可持续发展等作为根本宗旨和价值取向,这对于始终坚持生态文明建设的正确方向,全面践行社会主义核心价值观有着非常重要的理论与实践意义。
It should exist side by side and play a part together with other four developments of economy, political system, culture and social organization. It is necessary to develop a wholly new model of socialist construction that can promote har- monious development for human, nature and society. It is also necessary to forge a new image for the great socialist develop- ing country. For the purpose of either all-round development of Ecological civilization and human, or guaranteeing the quality and benefits of ecological civilization development via institution, we should place the priority to development, in which people orientation, green development, green consumption, and sustainable development should be emphasized. This priority is ex- tremely important and meaningful both in theory and in practice for keeping right direction of ecological civilization develop- ment and practicing completely the core socialist value.
