摘要
绩效评估是一种有效引导产业技术创新战略联盟健康发展的政策工具.文章构建江西省产业技术创新战略联盟评估的指标体系,采用层次分析法确定各指标的权重;运用灰色综合评价方法对10家省级联盟进行绩效评估,并依据灰色关联度的优劣进行排序.政府科技管理部门根据评估结果对联盟进行动态调整和选优支持.
Performance evaluation is an effective policy tool to guide the healthy development of industrial technology innovation strategy alliance. This paper constructs the evaluation index system for Jiangxi province. It empolys the analytic hierarchy process to decide the weighting for each index,and grey evaluation method to do performance evaluation for ten provincial alliance and rank them based on the results of the grey correlation. The paper suggests that the government and technology management department can adjust the alliance dynamically,select and support the superior ones on the basis of the evaluation results.
