摘要
从巩固退耕还林成果、促进农民增收减支、改善山区农村基础设施、促进贫困山区经济社会发展等方面,对小水电代燃料工程建设在促进山区扶贫开发中发挥的作用进行了系统总结。从科学规划选点、加强制度建设、出台扶持政策、完善体制机制和加强监督管理等方面,对工程实施的经验做法进行了认真梳理。分析了新时期通过实施小水电代燃料工程实现山区精准扶贫的有利形势,对"十三五"时期国家加大扶持力度、加快推进小水电代燃料工程建设、促进贫困地区经济社会发展和全面建成小康社会进行了展望。
The advantages of small hydropower replacing wood fuel project to alleviate poverty in mountainous region are summarized systematically, from the respects of returning farmland to forest, increasing farmers＇ income, and promoting economic and social development in mountainous region with construction of basic infrastructures. Meanwhile, practical experiences in project construction are reviewed from the aspects of scientific planning and site selection, reinforcement of institutional system, issue of supporting policies, improvement of institutional system and strengthening supervision and management. It is suggested to take advantages of small hydropower replacing wood fuel project to implement precision-based poverty reduction. Finally it is expected that more attention should be paid on increasing of government finance, accelerating small hydropower development, economic and social development and building a well-off society in an all round way in the 13th Five-Year Plan period.
