台北市市民远距健康照护成效分析 被引量:2

Outcomeevaluation of public tele-health services of Taipei City

摘要 目的维护市民健康,照顾弱势族群,促进小区健康服务,建立民众自主健康管理并关怀慢性病患者的健康。方法依据台北市政府推动《市民健康生活照护服务计划》,2009年4月至2014年12月,在12个行政区实施服务计划。结果全市共设置918个居家型照护站及118个小区型照护站,提供市民健康生活照护客服中心主动电话关怀服务量达17万7 409通,整体系统照护服务使用量达190万6 339人次。满意度调查:有94.5%的服务对象对电话关怀服务感到满意,91.4%对家访服务感到满意,90.8%对整体的服务感到满意。结论远距照护服务可促使高血压病患从事自我行为管理,逐渐达到疾病控制,而且个案接受远距照护对其血压控制有一定效果,但仍应强化个案的量测行为。 Objective Improving health maintenance among citizens,caring for marginalized groups and people with chronic conditions,delivering of community care services and promoting self-care,these are all in resonance with the core objective of elevating the quality of care for our citizens.Method In order to enforce Taipei City's"Public Telehealth Service Plan",a range of long-distance care services were introduced to city's 12 districts from April 2009 to December,2014.Results Totally 918 home care stations and 118 community care stations were put into service.Our service center made a total of 177,409 calls to proactively engage our care-receivers.During the period,the care system provided services to a total of 1,906,339person-times.Our survey shows that 94.5% people were satisfied with our call services,91.4% were satisfied with our home visits and 90.8% were satisfied with the overall service.Conclusion Public Tele-health service has effects on improving hypertensive individuals' self-care,which contributes greatly to disease and health management,and its benefit can be best observed as blood pressure being managed effectively within those receiving tele-health care services.Still,we need our care-receivers to regularly monitor their health measurements for best possible results.
