摘要
通过对开放政府数据概念属性以及构成要素的分析,全面阐述了开放政府数据与政府信息公开、公共信息再利用以及电子政务等相关领域的内在关联与区别,指出开放政府数据从信息公开方式、制度完善以及主导作用等方面进一步发展和推动了政府信息公开进程。同时,也对公共信息再利用观念、参与主体、再利用制度体系、业务模式以及政府信息角色定位等进行了重塑。
Based on the analysis of the concept features and constitute elements of open government data, this paper elaborates the internal links and differences of open government data and other related areas, such as government information disclosure, public information reuse and e-government affairs. The paper points out that open government data develop and promote the process of government information disclosure from aspects of information disclosure method, system perfection and leading function. Meanwhile, the paper remodels some factors of public information reuse, including concept, participants, institutional system, business model and orientation for government information roles.
