摘要
近年来,我国土壤环境面临严峻形势,由土壤污染引发的社会问题逐年增多。究其根源,既有农业发展过程中滥施农药化肥、污水灌溉的原因,也有工业重金属污染的因素,在深层次上还存在法律政策和环境标准滞后的问题。为解决此问题,应当尽快制定土壤污染防治法,落实损害担责的法律原则,修订提高土壤环境保护标准,编制出台土壤污染防治行动计划,推进信息公开和公众参与,使防治土壤污染的政府职责,变成全社会群策群力、共同参与的生态文明建设事业,从根本上解决土壤污染问题。
In recent years, the soil environment in China is facing a grim situation, caused by soil pollution problems increasing year by year. Its root causes are investigated,existing in the process of agricultural development without pesticide chemical fertilizer,the cause of the sewage irrigation,the industrial factors of heavy metal pollution on the deep level also has the problem of legal policies and environmental standards lag. As soon as possible in order to solve this problem,we should formulate the soil pollution prevention and control, to carry out the damage liability legal principle, revised improve soil environment protection standard,prepare for soil pollution prevention plan of action,to promote information disclosure and public participation,makes the government responsibility for soil pollution prevention and control,should become the whole society,the participation of ecological civilization construction,cultivating fundamentally solve the problem of soil pollution.
