浅谈碳排放权交易体系中抵消机制的运用 被引量:1

摘要 气候变化作为全球性环境问题,得到全世界的广泛关注。我国高度重视气候变化问题,把积极应对气候变化作为国家经济社会发展的重大战略。2015年6月,我国提交了应对气候变化国家自主贡献文件,提出二氧化碳排放2030年左右达到峰值并争取尽早达峰,单位国内生产总值二氧化碳排放比2005年下降60%~65%。为此,我国正在积极稳步推进全国碳排放权交易体系建设。抵消机制是碳排放权交易体系的重要环节,抵消机制的运用将为控排主体履约提供更多灵活性,有助于增加市场流动性,提高控排主体之外企业的参与程度。
