摘要
目的 了解广州市某区社区卫生服务机构人力资源现状,分析其存在的问题,从而为完善社区卫生服务机构人力资源配置并合理开发利用提供科学依据。方法 采用问卷普查的方法,由某区卫生局拟定“某区基层卫生服务机构情况调查表”,下发到15家社区卫生服务中心,让被调查机构的负责人填写,收集数据主要运用SPSS13.0统计软件对各指标做统计描述分析。结果 广州市某区社区卫生服务中心设置规模不一,其中最大规模的服务人口数约为12.12万,而最小规模的约为2.24万,存在较大的差异;卫生人员数量不足,呈现“二低一高”的现象,其中年龄偏高,主要集中在41~50岁,占34.1%;学历偏低,本科及以上的学历占了46.7%;职称偏低,中级及以上的占了37.6%;岗位结构构成不合理,其中管理岗位人数仅占1%。结论 相关部门应采取多种措施,加强社区卫生服务机构人力资源结构的配置,以及优化年龄、学历、职称结构,提高整个卫生人力队伍质量,从各个方面完善社区卫生服务机构人力资源建设。
Objective To investigate the current situation about human resources of community health service and analyzetheproblems in order to provide a scientific basis for configuring and using human resources of community health services. Methods The questionnaire survey,the form of Grassroots health service information in a district,wasformulated by health bureau of a district in Guangzhou to be filled by the heads of 15 community health services. The data weremainlyanalyzedusing SPSS 13. 0. Results There are different sizes of 15 community health services,the most large-scale service population isabout 121200 and the minimum size is about 22400. And health worker shortage,presenting the phenomenon of"two low one high",the elder of age,mainly concentrating on 41-50 years old( 34. 1%); the low of degree,bachelor degree and above accounting for 46. 7%; and the professional title,intermediate and above accounting for 37. 6% as well as the unreasonable post structure,only 1% are management job number. Conclusion Relevant departments should take various measures to strengthen the human resources structure configuration and optimize the structure of age,educational background,professional title,then improve the quality of the whole health workforce in order to perfect the human resources of community health services in all aspects.
