摘要
产业创新政策只有相互支持与协同才能更好发挥作用。本文在对山西文化产业创新相关政策赋值量化的基础上,采用隶属度计算方法,探讨了2002~2014年山西文化产业创新政策力度与措施间、措施间、措施与目标间、力度与目标间的协同状况。研究发现:从静态协同角度来看,山西文化产业创新政策措施间两两协同的变化趋势基本相同,山西文化产业创新政策力度、措施及目标的总体值以及这三者两两之间协同度的变化趋势也相同;从动态协同角度来看,山西文化产业创新政策力度和政策措施间的协同发展的状态不断减弱,需要加强。
In order to play a better role, industry innovation policy should mutual support and coordinated work. This article based on the innovation policies of cultural industry in Shanxi, assigns quantitative basis using the membership calculation method and discusses the coordination of Shanxi cultural industry innovation policy’s efforts and measures, and between innovation policy’s measures , and between measures and objectives. The study finds:from the point of view of static coordination, the coordination trends are basically the same between two of them, and the overall values of Shanxi cultural industry innovation policy ’s efforts, measures and goals are as same as the coordination trends of two of them. However, from the point of view of dynamic coordination, the synergy between policy’s efforts and measures are becoming weaker. It should be optimized.
