摘要
根据战略性新兴产业和协同创新的特点,总结归纳相关指标,构建"创新环境—投入能力—产出能力"评价体系,并形成网络结构。运用网络层次分析法建立定性和定量相结合的综合评价模型,得出评价指标的权重,旨在实现企业对备选对象协同创新能力的评估,择优合作,并帮助备选对象依据指标权重有针对性地弥补自身不足,查遗补漏,从源头上提高协同创新合作关系的成功率,为战略性新兴产业协同创新的有效运行奠定基础。
According to the characteristics of strategic emerging industries and collaborative innovation, this paper summarizes rele- vant indicators aud provides a partner selection index system of "innovation environment-input ability-output ability" for the strategic emerging industry. The index system has a network structure. Using the analytic network process, it establishes a comprehensive evaluation model combining qualitative analysis and quantitative analysis. By this model, the weights of evaluation indexes can be calculated as to help enterprises evaluate collaborative innovation ability of alternative partners, choose the right partners and also help alternative partners make up for their defects based on the index weights. This pa- per will improve the success rate of collaborative innovation from the source, laying the foundation for the effective opera- tion of collaborative innovation as a strategic emerging industry.
