摘要
俄罗斯建立超前社会经济发展区是加快发展远东地区的新举措,在远东建设超前发展区具有良好的基础。俄罗斯的这一举措为中国尤其是黑龙江省进一步加强与远东地区的合作提供了新的机遇。中方应加强政府对与远东地区合作的协调领导工作,有实力的国营大企业应发挥主导作用,提倡中小企业联合入驻超前发展区,并对中小企业领导成员加强培训。
Russia has approved to establish the advancing social economic development zones, which can speed up development of the Far East. To establish Advancing Development Zones in the Far East is favorable. The new measure provides new opportuni- ties to China and even Heilongjiang province to strengthen cooperation with the Far East. The Chinese government should enhance coordination of leadership work in cooperation with the Far East, calls on the powerful state - owned large enterprises to play a leading role, advocates small and medium - sized enterprises to enter Advancing Development Zones jointly, and intensifies the training for leading members of small and medium - sized enterprises.
