摘要
2011年—2013年,新疆高新技术企业保持快速发展。从总体上看,高新技术企业数量与产出快速增长,但也呈现出企业整体规模偏小,且在区域、行业及技术领域分布上明显失衡的现象;从科研投入上看,新疆高新技术企业研发资金与人员投入持续增加,但政府投入力度不足;从创新成果上看,制造业和新技术领域的发明专利数量最多,但其整体产出水平较低,从而制约了高新技术产业升级。从政策扶持上看,新疆虽已初步形成国家及自治区层面的良好培育环境和综合政策体系,但支撑高新技术企业发展的多级支持体系还未完全形成,新疆整体创新环境较为薄弱。为此,本文从促进区域均衡发展、完善科技创新体系、推进高新技术企业产业化发展、完善科技政策与社会服务体系等方面提出建议,以推动新疆高新技术企业的快速发展。
High and new teeh enterprises in Xinjiang have kept developing with their number and output growing rapidly between the year 2011 and 2013. However,the overall development seah of high and new teeh enterprises in Xinjiang has not yet changed. Meanwhile, there has been obvious imbalance in resional distribution, industry distribution and technical field distribution. For innovation research, high -teeh enterprises in Xinjiang have been maximizing funds and personnel input. In contrast, fiscal investment in innovation is not enough. Those enterprises in manufacturing and new - teeh fields have contributed to invention patents greatly. High and new tech enterprises have been weak in improving industrialization, which prevent high and new teeh industry upgrading. For policy support from the government, high and new teeh enterprises in Xinjiang benefit from preferential policies made by the central government and local governments in different levels. Finally,suggestions on how to realize balanced development,improve the scientific and technological innovation system, promote the development of industrialization, and perfect policy and social service system are proposed.
