摘要
城市交通拥堵问题是我国城市化发展中亟待解决的问题,通过建立城市绿色交通系统动力学模型,分析造成城市交通拥堵的各因素之间的关系。以深圳市为例对城市绿色交通模型进行模拟仿真,结果发现私家车的保有量和机动车尾气存量的增加是城市交通拥堵和环境污染的重要驱动因素。限购政策、拥挤收费政策、限行政策通过影响私家车的保有量来控制城市机动车的出行量,从而降低汽车尾气排放,进而改善尾气造成的环境污染问题。同时,实行新能源补贴政策,提倡居民购买新能源车;改善公共交通基础设施,提倡乘坐公共交通出行。通过多种措施并举,才能建立结构优化、低污染的城市绿色交通体系。
Urban traffic congestion problem is the crucial problems which urgent needed to be solved in the development of urbanization in China. Through the establishment of urban green traffic system dynamics model, this paper makes an analysis of the relationship between various factors of urban traffic congestion. Taking Shenzhen city as an example, the paper makes a simulation for the urban green traffic model system. The result shows that the number of private car ownership and the increase of vehicle exhaust stock are the important driving factors of urban traffic congestion, meanwhile, make environmental pollution. The auto purchase limit policy, congestion charging policy and odd-even plate restriction policy control urban motor vehicle trips reduce vehicle emissions, and balance tail gas pollution problem. At the same time, The government adops new energy policy to advocate the residents to buy new energy vehicles and improve the public transport infrastructure to advocate people to take public transportation vehicle. So only by carrying out a variety of polices, we can build a green traffic system, which is structure optimization and low pollution.
