摘要
公共服务供给问题产生于公共领域与私人领域的分离,在这两者分离与融合的过程中,公共服务的供给呈现出不同的特点。当前的中国正处于社会转型期,这一转型社会的特征要求政社关系进行相应的调整和合理的定位。转型社会背景下的政社关系的制度性定位体现在两者要由纵向的管理转为横向的合作,而良性互动关系的建立要具备信任理念、制度环境和契约机制等条件。
The problem of public service provision arises from the separation of private sphere and public sphere. In the process of the separation and integration, the supply of public service provision has different features. Nowadays, China is in the period of the tranforrnation of social structure, which need to adjust and orient the relationship between government and society. The orientation requires the relationship between government and society should change vertical management to horizontal cooperation. The positive interaction should meet the requirements including trust conception, institutional environment and contract mechanism.
