摘要
上世纪八十年代后,新公共管理运动席卷全球并涉及许多领域,图书馆管理和服务也深受影响,社会力量参与图书馆建设成为国外的普遍现象。"十一五"后,我国积极倡导和鼓励社会力量以多种形式参与图书馆建设,这些形式从市场机制角度看,有民营化、委托管理、合同外包和第三方图书馆绩效评估;从非市场机制角度看,有自办自营、公私合作、慈善捐赠和志愿服务。
After the 1980s, the new public management movement swept across the world and affected many fields. Library management and service was greatly influenced as well. Since then, social forces assisting in library development has become a common phenomenon in foreign countries. After the "Eleventh Five-Year Plan", China has actively promoted and encouraged social forces to participate in library development in various forms. From the perspective of market mechanism, these forms include privatization, entrusted management, contract outsourcing and third party library performance evaluation. From the perspective of non-market mechanism, there are self-management and supporting, public-private partnerships, charitable donation and volunteer service.
