摘要
万家寨水库位于内蒙古与山西段的黄河上,是山西省引黄入晋工程的水源地。对万家寨水库供水效益及污染来源、趋势进行了分析,提出通过建立跨省流域生态补偿机制解决水质保护问题。在对生态补偿机制各要素的分析中,明确了万家寨水库生态补偿的基本原则及生态补偿标准,并提出了生态补偿机制得以建立的保障性措施。
Wanjiazhai Reservoir is placed on the Yellow River section in both Inner Mongolia and Shanxi Province, where is the sources of water diversion to Shanxi Province. Establishment of ecological compensation mechanism for water quality protection is initiated based on analysis of water supply benefits, as well as source and trend of pollution. Basic principles and standards for ecological commendation are raised according to evaluation of relevant elements. Securing measures for the establishment of ecological compensation mechanism are also put forward.
