摘要
2014年9月,住建部发布了《关于进一步推进工程造价管理改革的指导意见》,伴随着2013版《建设工程工程量清单计价规范》的实施,标志着工程造价进入全过程精细化管理的新时代。招标方是工程量清单编制的主体,对清单编制质量实施全过程控制具有重要意义。在分析清单编制质量研究现状的基础上,从项目实施全过程精细化管理的角度,提出以综合单价调整、招标控制价重点问题审查为主的事前控制方法,以招标答疑、价款调整过程控制为主的事中控制方法,以期中支付过程控制为主的事后控制方法,旨在减少清单编制风险对招标方的不利影响。
In September 2014,Housing and Urban-Rural Development issued the ＂guiding opinions on further promoting the reform of engineering cost management＂,along with the implementation of the《code of bills of quantities and valuation for construction works》（ 2013 Edition）,which marks the project cost to enter the new era of the whole process of fine management. Inviting party is the main part of the bill of quantities preparation;it is of great significance to implement the whole process control of the list. On the basis of analyzing the research status of the quality list preparation,from the perspective of the whole project implementation process of fine management,the pre-control method based on the comprehensive unit price adjustment and the key issue review of the tender control price is put forward,the mid-control method based on tender clarification and price adjustment control are proposed,the post-control method based on the mid-process payment control is put forward,which aimed at reducing the adverse impacts on the tender side.
