摘要
自2009年起,美国政府开始实施开放政府计划,其中公众参与作为美国开放政府计划的三大原则之一被高度重视。文章梳理了美国开放政府计划的提出背景、公众参与原则、参与方式等,并对实施情况进行了评析。研究发现,在开放政府建设中,美国依然有很长的路要走,面临技术障碍、公众参与的包容性不够、多样性不足以及参与主题有限、意见采纳率低、开放政府文化建设有待深入、公众参与效果评估标准不全面等问题。美国开放政府计划背景下的公众参与实践对我国的启示有:公众参与是协商民主发展的内在要求;政策法规是公众参与的重要保障;政府信息公开是公众参与的基本前提;技术管理不断完善是公众参与的有效支持。
American government started to carry out Open Government Plan since 2009. The public participation, one of three principles in Open Government Plan, was paid highly attention. The paper summarizes Open Government Plan background, public participation principles and par- ticipation methods, etc. After assessing and analyzing implementation situation regarding the plan, we found that in the face of technical obstacles, insufficient public participation inclusion and diver- sity, limited participation themes and low opinion acceptance, poor government open culture and performance evaluation metrics for public participation, America still need a long way during open government construction process. Simultaneously, the results also draw some inspiration and refer- ence to implementing public participation in China.
