摘要
我国目前正处于工业化和城市化高速发展时期,城市数量和规模增长显著,各种城市灾害及公共安全事故也不断发生,上海外滩拥挤踩踏事件的发生更是牵动着大城市的神经,可见提升城市灾害管理以适应当前人口不断向城市集聚的态势,保证城市可持续发展是一项重要而紧迫的任务。本文在深入分析上海外滩拥挤踩踏事件的基础上,探讨了加强城市灾害管理,除了要注重与城市规划的结合、构建科学的灾害预警系统以及联动机制外,还要建立法治保障机制以及公共安全教育体系才能保障城市安全有序的运行。
China is currently in the industrialization and the city high-speed development period,the number and scale of city grow significantly,while city disasters and public safety accidents happened frequently.The bund stampede in Shanghai is impacting other big cities.Obviously,it is an urgent and important task to improve urban disaster management to adapt to the current population agglomerating to the city and ensure the sustainable development of the city Based on the in-depth analysis of Shanghai the bund stampede incident,the papers discusses the thesis about how to strengthen the city disaster management and establishes security mechanism and public security education system to guarantee the safe and orderly operation of city besides paying attention to the combination with the city planning and constructing a scientific disaster precaution system and linkage mechanism.
