摘要
基于区域发展理论,从发展水平、发展活力和发展潜力3个维度构建藏区县域经济社会发展评价指标体系,运用层次分析法对四川藏区县域经济社会发展进行了评价研究。研究发现:四川藏区县域经济社会综合发展指数总体偏低,绝大多数县区仍处于落后发展阶段;各县经济社会综合发展指数总体呈上升趋势,但增幅缓慢;各县经济社会发展存在差异,但不明显。研究还发现,汶川地震灾后重建对四川藏区经济社会发展水平指数和综合发展指数具有拉动作用,但是难以迅速激发和提升藏区经济社会的发展活力与发展潜力,因此,提升区域自我发展能力显得尤为必要。
Based on the regional development theory,this paper built an evaluation index system of Tibetan county＇s economy and social development from the development level, development vitality and development potential, then used analytic hierarchy process to evaluate the Tibetan counties＇ economic and social development in Sichuan province. The study found that the Tibetan counties＇ economic and social development index in Sichuan province is low overall,the vast majority of counties is still in the development stage behind. The Tibetan counties＇ economic and social development index keeps upward trend overall,but the increase is slow. Each county＇s changes are different in economic and social development,but not obvious. The study also found that the earthquake reconstruction stimulates each Tibetan county＇s economic and social development level index and the comprehensive development index in Sichuan,but it is difficult to stimulate and promote the Tibetan counties＇ economic and social development vitality and development potential, therefore, it is particularly important to enhance the regions＇ self-development capability.
