摘要
近年来民生科技理论研究在我国逐渐兴起,但作为新兴的研究领域和研究内容,其研究人员相对有限,理论供给的深刻性、系统性和丰富性严重不足,这也限制和制约了其对实践指导作用的发挥。可以说,民生与科技联系在一起不是理论上的随意搭接,而是实践发展的迫切要求,表现为一定的时代性,显现为一定的工具性,体现为一定的民生性。当前,强化民生科技理论研究,具有重要的理论意义和实践意义。就民生科技的概念而言,主要体现在概念论和特征论两个层面。就发展民生科技的重要性而言,主要体现在战略要义和协同要义两个层面。就实践进路来看,应主要从注重民生科技立法和政策的价值导向性、注重民生科技政策体系建设和注重民生科技生态营造等三个方面展开。
In recent years, the study of people＇s livelihood technology theory in our country has been rising gradually, but as a new field of research, the number of research staff is relatively limited, so a serious shortage of profoundity, systematicness and richness is obvious, and it also limits and restricted its guiding role in practice. We can say that the linking of people＇ s livelihood and technology is not random theoretically, but the urgent requirement of practical development, presenting a degree of contemporaneity, instrumentality and peo- ple＇s livelihoodness. At present, strengthening theoretical research of the technology of people＇ s livelihood has important theoretical and practical significance. As to the concept of technology of people＇s livelihood, it is mainly embodied in two levels ： conceptualism and characteristics. As to the importance of technology of people＇s livelihood, it is mainly embodied in two levels： the strategic sense and collaborative essence. As to the practical access, it is mainly embodied in legislation of technology of people＇s livelihood and value orientation of policies. We should pay attention to construction of policy system of technology of people＇s livelihood, and creation of technical ecology of people＇s livelihood.
