摘要
通过研究高校战略发展规划概念的内涵和新常态下地方高校在战略发展规划制定过程中存在的问题,发现地方高校普遍存在办学目标模糊不清、办学定位严重趋同、发展指标定位过高、校院两级分工不明、监督考核措施不力等问题。地方高校发展定位应切合实际,不宜贪大求全,在战略发展规划制定过程中应把握以下原则:科学规划,合理定位;加强组织,统一领导;明确分工、权责清晰;定期跟踪,适时调整;完善考核,奖惩有力。
Based on the research of connotation and problems for universities＇ strategic plan in the new normal,such common problems are found as no- clear development goals,serious- similar position,unrealistic development indexes,confusion division between university and subordinate schools,inadequate supervision and assessment. It is suggested the development orientation for local universities should be practical and should not be large and all- encompassing. In the formulation of strategic plan,local universities should hold the following principles： first,the objectives should be scientific and reasonable; second,the organization and leadership of the planning should strengthened; third,the division of labor should be clear for the university and its subordinate schools; fourth,the planning should be monitored regularly and the target should be adjusted in time; lastly,the assessment should be improved and reward- punishment measures should be taken accordingly.
