摘要
从后发地区农村集体土地利用现状及其可持续利用的目标出发,运用土地可持续发展理论对南宁市集体土地的利用进行综合分析和具体研究。通过分析南宁市农村土地利用过程中出现的问题,结合南宁市土地利用总体规划,提出后发地区要实现农村集体土地可持续发展,一要制定合理村庄规划,综合开发利用土地;二要规范农村集体土地市场供给,促进其承包经营权的流转;三要改编农村粗放型用地习惯,构建集约型农村用地模式;四要严格落实耕地保护,执行基本农田制度;五要立足土地可持续发展,坚持生态用地道路等对策,以期达到促进后发地区农村集体土地可持续发展的目的。
Starting with the objective of current rural collective land utilization and sustainable collective land utilization, the article applies sustainable land development theory to make comprehensive analysis and specific research on rural collective land in late -developed areas of Nanning, which exposes some problems in rural collec- tive land utilization. Through analysis of those problems and combination of overall planning of land utilization in Nanning, the article suggests implementation of sustainable development of rural collective land in late - developed areas. In order to achieve the purpose of promoting the sustainable development of the rural collective lands in late - developed areas, efforts should be made on initiatives as follows ： i ~ Formulation of reasonable village planning for comprehensive development and land utilization; ii. Standardization of the rural collective land supply in the markets for promotion of the transfer of the right to the contracted management of land ;iii. Adaptation of extensive rural land utilization practices for construction of the intensive rural land utilization patterns ; iv. Strict implemen- tation of the cultivated land protection for execution of basic farmland system; V. Developments on the basis of land sustainability and persistence in ecological land utilization.
