摘要
地方政府生态职能是以提供生态公共产品、承担生态责任和实现生态公正为内在维度。当前,我国地方政府的压力型体制和政治锦标赛发展模式及生态职能发挥的事后导向、生态职能机构设置权责不一、公民环境权的缺失等问题,使地方政府生态职能的施行陷入困境。为此,需从树立生态价值理念、加强生态职能整合和重视生态职能转移等方面,来实现生态职能优化、完善生态治理机制和实现生态参与公正。
The inherent dimensions of the ecological functions of local government are to provide ecological public goods, take ecological responsibilities and achieve ecological justice. There are several problems hin- dering the implementation of ecological functions, such as the current pressure system of local govern- ment, the development model of political championship, afterwards orientation of ecological functions, different rights and responsibilities for ecological functions institutions and the lack of environmental rights of citizens. Therefore, to achieve optimization of ecological functions, improve ecological governance mech- anism and achieve fair ecological participation, we should establish ecological values, strengthen ecological functional integration and pay attention to transferring ecological functions.
