摘要
目前,因为聋哑人犯罪管控法律不完善,公安机关管控力度不够,加上聋哑人教育、就业、社会保障等方面不足等原因,导致聋哑人的犯罪问题复杂化,聋哑人犯罪呈上升趋势,严重危害了社会治安秩序。为此,必须通过完善相关法律,加强管控力度,建立聋哑人教育、就业、社会保障体系,通过依法管控和科学管控,最大限度地减小聋哑人犯罪所引起的危害。
At present, the deaf-mute crime control law is imperfect, the public security organ controls, the deaf education, employment, social security and inadequate aspects and so on, which lead the deaf-mute crime complicated, deaf-mute crime is on the rise, and cause serious damage to the public security order. Therefore we have to perfect the relevant laws, strengthen control, establish the deaf education, employment, social security system, through the control and in accordance with the scientific control, minimize the danger caused by the deaf-mute crime.
