摘要
近年来,随着高校对政府及企业的科研活动参与力度不断增大,高校科研经费也随之大幅增加。但与此同时,高校科研经费管理存在体制不健全,经费管理监管惩罚力度不足问题,这就迫切要求高校管理部门加强对科研经费的风险防控。因此,基于国内外学者的研究基础,结合科研经费管理腐败频发的案件,深入分析了高校科研经费管理现状,提出了从课题的立项、研究和验收三个阶段对高校科研经费管理进行风险识别,以及采取有效的风险防控措施,并构建科研经费管理的风险防控机制系统。
That the universities participate in the scientific research activities becomes more and more and the scientific research funds applied by universities increase by a large margin.Meanwhile,the increasing corruption in the management of the funds in scientific research fields urge the administration to strengthen risk control.On the basis of researches by domestic and foreign scholars and combined with recent corruption cases of the management of scientific research funds in universities,this paper refers to scientific research funds management of risk identification from 3stages：establishment,research and acceptance.In addition,this paper proposes the risk control measures and builds up a set of risk control mechanism of scientific research funds management.
