摘要
核心城市与周边地区联合防治大气污染是大气环境保护制度的一项重要创新。我国已有一些大气污染区域联合防治的相关规定,但仍然存在着立法层级较低、统一规划缺失、大气污染信息共享机制不完善等突出问题。在借鉴国内外先进经验的基础上,我们应在制度理念、防治规划和区域生态建设制度等方面持续进行优化设计,逐步建立起较完善的大气污染区域联合防治制度和运行机制。
It＇ s an important innovation to joint prevention and control of air pollution between core cities and surrounding areas. China has some of the relevant provisions of the joint prevention and control of air pollution, but there are still outstanding issues, such as lower legislative level, lack of unified planning, inadequate information sharing mechanisms of air pollution and so on. On the basis of learning from foreign and domestic experiences about joint prevention and control of air pollution, we should continue to improve the concept of joint prevention and control system, control system planning, regional ecological construction system, and gradually established a comprehensive joint regional air pollution prevention and control system and operation mechanism.
