摘要
对学术界关于土地出让底价的构成、影响因素和估价方法3个方面进行了综述。基于劳动价值论、地租和土地收益论,从理论和实践上探讨了土地出让底价构成。从地理环境与区位、政府政策与行为、经济状况与社会发展、城市规划方面分析了其影响因素。对传统评估方法和基于理论改进的方法进行了归纳和总结。总结:在理论的前提下,通过分析土地出让底价的构成和影响因素,运用先进适用方法评估出合理的土地出让底价。
The purpose of this study are to summarize the progress of three aspects studies on the definition of land on the reserve price,base price of land leasing constitute,appraisal methods and factors.Based on the labor theory of value,rent and land revenue,the theory and actual land reserve constitution are taken into account.The factors affecting land reserve price are analyzed by four aspects,involving the geographical environment and regional government policies and behavior,the economic situation and social development and urban planning.The traditional assessment methods and theories land reserve price based on an improved method and summarized.Summary:under the premise of the theory,by analyzing the constitute and factors of land reserve,advanced and applicable methods are used to assess a reasonable land reserve price.
