摘要
通过对云南绿色生态烟叶发展优势、劣势、机遇、挑战(SWOT)分析,提出了"优势+机会(SO)、劣势+机会(WO)、优势+威胁(ST)和劣势+威胁(WT)"战略联动组合:通过创建"无公害烟叶、绿色生态烟叶、有机烟叶"三品牌,实施"绿色生态烟叶发展战略、绿色烟叶—轮作物一体化战略、绿色科技创新驱动战略"三战略,探索"现代绿色生态烟草农业发展模式、基地单元推进模式、GAP管理模式"三模式,着力建设"现代绿色生态烟草农业、生态烟区、绿色生态烟叶品牌"三建设,发挥"市场导向、示范推动、绿色新技术推广、政策推动"四作用,实现绿色生态烟叶跨越发展和可持续发展,为进一步深化云南绿色生态烟叶发展战略定位、发展方向和发展重点提供参考。
Based on the analysis of strength,weakness,opportunity and threats of the development of ecological tobacco leaf in Yunnan,the paper had built the matrix to provide the strategic linkage combination with strength and opportunity,weakness and opportunity,strength and threats,weakness and threats. Through creating three tobacco leaf brands with harmless,green ecological and organic,implementing three strategies with developing green ecological tobacco leaf,integrating the green tobacco leaf and rotations,creative development of green science and technology,exploring three developing models with modern tobacco agriculture of green ecology,development of base unit,GAP models,for we will construct modern tobacco agriculture of green ecology,ecological tobacco areas,tobacco leaf brand of green ecology,improving the impacts of market direct,demonstration development,promotion of green technology,policies promotion,for realizing the leaping development and sustainable development of green ecological tobacco leaf. The paper will provide the references for location,direction and emphasis of Yunnan developing strategy of green ecological tobacco leaf.
