摘要
法治政府的建设是依法治国的题中之意,是实现法治国家的关键;行政伦理,就是行政管理领域中的角色伦理,以协调个人、组织与社会的关系为核心的行政行为准则和规范系统,对于打造一个有责任心,亲民、诚信的政府,行政伦理在其中发挥着重要作用。行政伦理是实现以德治国的重要路径。但是从目前形势下观察,行政伦理建设理论基础薄弱,现实中发挥的作用也不尽令人满意。因此,笔者认为有必要将行政伦理拟法治化。
The government construction under the rule of law is the key to run the country by law . Administrative ethics , namely , role ethics in the administrative area , are the administrative code of conduct and norm system focusing on coordinating the relationship between individuals , organizations and society , which plays an important role in creating such a government with a sense of responsibility , intimacy to people and integrity . The administrative ethics is also the important path to manage state affairs by virtue . But in the current situation , its construction of theoretical basis is weak and its role in reality is not satisfying . Therefore , it is necessary to propose administrative ethics under the rule of law .
