摘要
县域病死动物无害化集中处理场建成后,按照"政府引导、企业运行、社会参与、财政支持"的运行原则及"统一收集、集中处理"的运行模式,配套建立生猪保险、防疫标识、收集处理、保险赔付挂钩联系制度,落实相关政策措施,确保有序运行。各镇(街道)及规模养殖场相应建立病死动物集中收集点,规模猪场实行生猪养殖病死保险全覆盖,通过保险理赔让养殖场(户)自觉将病死猪送交镇(街道)病死动物集中收集点,保证病死动物及其产品无害化处理率达到98%以上。
After the completion of county centralized harmless disposal plants for dead animals, according to the princi- ples of＂ government guidance, enterprise operation, social participation and financial support＂ and the operation mode of ＂unified collection and centralized disposal＂, the systems of pig insurance, vaccination marking, collection and process- ing, and linking compensation with insurance should be established, and related measures and policies should be imple- mented to ensure their orderly operation. Towns（or sub-districts）and scale raising farms should establish their respective dead animal collection centers. The dead pig insurance should cover all the scale pig farms. Farmers will be encouraged to deliver their dead pigs consciously to the collection centers by insurance claim and the harmless disposal rate of dead animals can be assured to reach over 98%.
