摘要
辽朝时期出现对部落人口的赈济,在时间分布上具有以辽朝中晚期为主的特点。其赈济的范围不仅涵盖辽代契丹部族人口,还包括部分属国属部人口,并呈现出以部族人口为主的特征。其对部落的赈济方式也由早期鼓励人口生产、徙民农耕等措施转变为以免租、免役、赐钱、赐粟等为主。这些情况体现了辽朝中晚期政府虽然已经初步建立了对部落的赈抚机制,但是赈济仍带有一定的随机性,同时多样化的措施也反映了政府对部落的赈济制度并不完善。
The tribal relief occurred during the period of the Liao dynasty,and judging from the time,the relief of people in tribes during Liao Dynasty is mainly in the middle and late period.It covers not only the Khitan＇s tribes and lots of small countries and tribes attaching to Liao Regime,but the Khitan＇s tribes are more important.The relief changes from encouraging population production and moving people farm to the tax-free policy,service-free policy,the money giving and the food giving,etc.All of these policies show the tribes-relief policy has established in Liao Dynasty,but the relief is randomness.And the diversity of relief policies imply that there is no determined system of the relief in middle and late Liao Dynasty.
