摘要
以苏州市吴中区、相城区、太仓市为例,对各个地区生态补偿政策落实执行和资金管理使用情况以及实施效应进行了调研。分析了各个地区在补偿内容、主要措施、资金管理使用、实施成效等方面存在的差异,指出了存在的问题如补偿标准偏低、农户认知程度不高、补偿资金用途需进一步完善等,并提出相应的建议。
Using Wuzhong District, Xiangcheng District and Taicang city of Suzhou City as examples, the implementation and management and use of funds of the ecological compensation policy in each region as well as the implementation effects were investigated. The differences in content, main measures, management and use of funds, implementation effects of the compensation among the various regions were analyzed, then the existing problems were pointed out, such as that the compensation standards were lower; the awareness level of farmers was not high; the use of compensation funds needed to further improve, etc., and recommendations accordingly were provided.
