摘要
探求改变被动"清场式"机动,实现主动寻敌、即时遏敌、强势制敌的机动途径,争取在事先未掌握确切情报状况下,能够使部队以"开放性"机动的作战方式将暴恐事件消灭在初始阶段。
On the basis of traditional emergency response, it is necessary to transform combat readiness level research on troops maneuvering problems and to change the way the way from the angle of the of being passive ＂clear＂ and take the initiative to search the enemy in terms of the plan, strengthening exercises and rapid response. This paper explains that through the ＂open＂ mobile warfare, the army will eliminate the terrorist events in the initial stage, thus to minimize losses and social influence, and maintain at the same time the public security order and stability.
