摘要
京津冀公共服务水平梯度差异显著,很大程度上源于财政分配不均衡。文章以财政公平和效率为基准原则,建立了财政标准人横向分配模型,测算京津冀各区县和各城市2012年标准财力和均衡分配额度。结果表明,北京的首都核心区、城市发展新区、生态涵养发展区和河北省的环首都经济圈财力过多,天津全市、北京的城市拓展区、河北省的冀中南经济区和邻近天津地区的可支配财力明显不足。文章建议在整个京津冀区域内,通过横向财政平衡,促进公共服务一体化。
There are too big gaps among Beijing, Tianjin, and Hebei in public services, mostly because of the fiscal imbalance. Based on the equity and efficiency rule, we design a standard person model for the balanced fiscal distribution. Using this model to measure fiscal distribution of the Beijing - Tianjin - Hebei area, we can find that Beijing's Core Districts of Capital Function, New Districts of Urban Development, Ecological Preserva- tion Development Districts should give transfer payments to other regions. This model gives us a method of the fiscal equilibrium system to improve the integration of public services in this area.
