摘要
食品安全规制是世界各国共同关注的公共政策问题。食品自身的属性、信息不对称、市场失灵使得政府规制成为现实,但中国政府的食品安全规制同时面临着规制主体碎片化、规制客体分散化、规制标准滞后性的规制失灵困境。结合国际食品安全规制的经验,文章从规制理念、规制方式、规制模式三方面提出我国食品安全规制的趋向。
As food safety has great importance, food safety regulation is a public policy issue which receives much attention from the entire community. Government regulation becomes a reality because of food own properties, information asymmetry, as well as maker dysfunction. Besides, food safety regulation of Chinese government faces difficulties in regulatory failure, such as fragmented regulation body, decentralized regulation object and lag regulatory standards. Combined with international experience in food safety regulation, this study puts forward the tendency of food safety regulation in China from three aspects : regulatory philosophy, approach and model.
