摘要
随着我国逐步进入信息社会,开放、博弈制衡并存,伙伴合作、公共服务等不断成为新型社会与政府关系的特征。在这一过程中,公共行政伦理也随之逐步转型,主要表现在四个方面:在行政理念上,服务伦理成为服务型社会建设的新型伦理;在社会治理理念上,契约型共治伦理的地位日益凸显;在伦理监督上,基于现代信息技术基础上的社会监督成为外生性新型伦理监督主体;在行政价值上,公民行政与政府行政逐渐融合,追求政府与社会的平等共治价值。
Along with China＇s gradually going into information society, openness, game play and counterbalance, partnership and public service are becoming the characteristics of the new type of relationship between government and society. In this process, the transition of public administration ethics is happening as well, which is mainly manifested in the following four aspects： in administrative concept, service ethics has become the new type in building a serviceoriented society; in the concept of social governance, the status of contract ethics is getting prominent; in ethical supervision, modern information and technology - based social inspection has become the main subject of the exogenous ethics ; and in administrative value, civil administration and governmental administration are integrating gradually in pursuit of equality between governmental and social work value.
