摘要
农村基层党组织是党在农村全部工作的基础,是党联系农民群众的桥梁和纽带,是贯彻党在农村各项政策的战斗堡垒,是端正党风,保持党的先进性和纯洁性的关卡。新疆南疆农村基层党组织建设中存在着干部文化程度普遍偏低,综合素质不高,党员、团员储备不足,后备队伍匮乏,村级组织战斗力弱,管理服务意识缺乏等问题。加强农村基层党组织建设要采取有效的对策。如:配强村支书、村委会班子,加强村后备干部和党员的培养,加大对村干部、党员、团员、青年的教育、培训力度等。
Village party organization, the foundation of the overall party work in the village, is the bridge and link to combine the peasants in order to implement policy of the party in village as the fighting fortress, maintaining the party＇s advanced nature and purity. Problems existing in the construction of basic level party organization are as follows： half- educated officials are not born to be leaders, lack of Party members and League ones attributes to the deficient reserved team, the weak village level organizations fighting force and the lack of management service consciousness. Effective measures are to be taken to strengthen the construction of rurai grassroots party organization, which cover the staff of the village Party branch secretary, the training of the reserved cadres and Party members, and the strengthened education and training of the village cadres, Party members, League members and the youth.
