摘要
从形成内涝的自然原因和人为原因分析,得出海口市内涝主要成因有降雨量增多、极端暴雨频发、海潮上涨顶托、城市地面硬化、已建排水系统设计标准偏低、人为占压河道和施工管理不善等。结合海口市实际情况提出了内涝整治,加快排涝泵站建设,加快规划道路排水出口和河道水系建设,加大维护管网经费投入以及建立暴雨内涝预警预报系统等措施。
Analyzing the natural and artificial reasons of waterlogging, the main reasons of waterlogging in Haikou city includes the increasing rainfall, the frequent occurrence of extreme rainstorm, the high level of seawater caused by ocean tide, the hardening city ground, the relatively low criteria of drainage systems, the diverted rivers and the bad construction management etc. The waterlogging remediation measures for Haikou City are put forward. They include accelerating the construction of storm drainage pumping stations, drainage outlets of the planning roads, and the river system, increasing the input of pipe network funds and establishing the rainstorm waterlogging forecast system.
